§ 14-131. General requirements.

Vacancies in the classified service shall be filled only at the discretion of the department director and, insofar as is practicable, by the promotion of employees within the department in the classified service. Only the director shall, in each case, certify the qualifications of the employees recommended to the department director. Promotions shall involve a definite change in duties or an increase in responsibilities and an increase in pay grade and shall not be made merely for the purpose of effecting an increase in compensation.
