§ 2-54. Duties of department.

  • The department of finance and such employees of the department as are assigned to it shall be charged with the following duties:

    (1)

    Prepare the mayor's annual operating and capital budgets as prescribed by the City Charter, city ordinances and all related operational plans.

    (2)

    Supervise and administer the duties imposed by this Code, other ordinances, the City Charter and state law relating to all city-funded pension programs.

    (3)

    Recommend new sources of revenue designed to pay the cost of providing city services.

    (4)

    Periodically review the cost of services associated with existing fees.

    (5)

    Review costs and charges associated with any proposed fees.

    (6)

    Monitor all actions necessary to enforce ordinances pertaining to the collection of revenue due and owing to the city.

    (7)

    Monitor all duties prescribed and specified by law pertaining to the rendition, assessment and collection of ad valorem taxes by the city.

    (8)

    Review the city's operating and support procedures, recommend and implement methods of improving the efficiency of such procedures and assist with developing methods designed to increase the revenue and efficiency of the city.

    (9)

    Establish a system of management reporting, control and improvement to ensure effective use of budgeted funds, personnel and facilities.

    (10)

    Establish a system of internal financial controls.

    (11)

    Develop, implement and manage policies and procedures under the direction of the mayor.

    (12)

    Manage the financial accounting of all revenues, expenditures, assets and liabilities for the city.

    (13)

    Monitor and manage all debt for the city.

    (14)

    Develop, implement and manage citywide policies and procedures for the procurement and strategic purchasing of goods and services.

    (15)

    Develop and implement citywide policies, procedures and standards for materials requirement planning and warehousing and distribution.

    (16)

    Supervise all accounts payable activities for the city.

    (17)

    Manage all energy purchases including, but not limited to electricity, natural gas, and fuel from all sources.

    (18)

    Monitor citywide costs, including but not limited to, property and casualty insurance, information technology and services, fleet, insurance, health benefits, and facilities maintenance. Recommend to Mayor and responsible Directors means for controlling costs in all areas.

    (19)

    Perform the central administrative, budgeting and personnel duties of the office of city council.

    The city controller has parallel processes for the activities listed in items (12), (13) and (16) above.
