§ 31-48. Letters relative to fresh water sands required prior to drilling.

  • Before drilling and setting casing in any well for oil or gas within the corporate limits of the city, the permittee must contact the Director of Houston Public Works and the state board of water engineers and obtain letters stating where the fresh water sands are to be found in the area or field in which the well is to be drilled. A copy of the state board of water engineers' letter must be filed with the utility official and the permittee must set sufficient surface casing as required. Failure to file a copy of the state board of water engineers' letter shall be unlawful and shall be punishable as such.
