§ 1. Creation of Commission.

  • There is hereby established a Civil Service Commission, which shall consist of three persons of good moral character, resident citizens of the city who shall have resided therein for a period of more than three years, shall each be over the age of twenty-five years, and shall not have held any public office within the three years preceding his appointment. The term of office of each member of such commission shall be for three years, or until a successor is appointed, confirmed and qualified. The terms of office shall be so staggered that one of the terms expires on the same date in each year. Members of such commission shall be appointed by the Mayor and confirmed by the City Council, and they shall serve without compensation. Any vacancies in such commission caused by death, resignation or otherwise, or by failure of any appointee to qualify within ten days after appointment, shall be filled in the manner above specified for the unexpired term of the retiring member or of the appointee failing to qualify.
