§ 47-801. Findings.

Incident to the creation of a municipal drainage utility system, the City Council of the City of Houston finds and determines that:
(1)

The city shall establish a schedule of drainage charges against all benefitted real property in the city;

(2)

The city shall provide drainage for all benefitted real property in the city upon payment of drainage charges unless the property is exempt from such payment as provided herein;

(3)

The city shall offer drainage service on nondiscriminatory, reasonable and equitable terms.
