Any person operating, using or maintaining any room or place for which a license is
required by this division without first paying the fee and securing a license therefor,
or who operates, uses or maintains such place after the license therefor has been
revoked, shall, upon conviction, be fined as provided in section 1-6 of this Code for each day that such room or place is so operated.
